Why EUPL-1.2?

A 23-language consensus on how code should flow through the world.

Most open source licenses have jurisdiction escape hatches. In regions where copyright can't be claimed on freely given code, your work can legally be absorbed and closed off.

EUPL-1.2 was drafted with input from all EU member states. Each of its 23 official language versions carries equal legal weight. That's not just translation - it's consensus across legal traditions, each language a different lens on the same agreement.

The result: a license that holds up everywhere, with no loopholes.
